A character can spot dangerous weaknesses in structures if he/she makes a dice roll using his/her Engineering (including relevant specialisms) + PE.
The difficulty value depends on how obvious the structural weaknesses are, which depends on how well the building was designed and built, as follows:

If the character fails the dice roll, he/she will believe that the building is structurally sound (whether or not it is). If the character succeeds in the dice roll, he/she will spot any major design or construction failings in the building.
